Civil engineer from the National University of Colombia, environmental specialist in consulting and auditing of road infrastructure projects for clients such as the Instituto Nacional de Vías (Invías), Agencia Nacional de Infraestructura (ANI), el Instituto de Desarrollo Urbano (IDU), Gobernación de Boyacá, among other entities. 

He has more than 20 years of experience in expert appraisals, direction and/or coordination of auditing in Environmental Impact Studies, processing of Environmental Licenses, elaboration, follow-up, and verification of the Environmental component of Infrastructure Projects with Environmental Licenses and/or PAGAS. In addition, he has 20 years of experience in university teaching.
