July is a civil engineer and master in engineering specializing in road infrastructure. She has extensive experience in project coordination and consulting for roadway projects, design, and rehabilitation of pavements at urban and national levels, geotechnical explorations, materials for roads, and sources of materials. July has participated in Oil & Gas, transportation, and environmental projects.

She has experience in handling programs such as Autocad, specialized software in pavement design (BISAR, AASHTO, PCA, FAARFIELD), in addition to using management models and road development through HDM-4 for performance evaluation, planning and programming of interventions of maintenance activities and pavement rehabilitation.
